You can add gravel to the new tank. Removing the gravel from the 10g will make it easier to see the mess in the tank.

I don't see why not. I would keep it moist if your planning to use the 10 again to jump start a cycle.

I agree with the Rock on this one. daily water changes should help. Oscars have a lot more waste then most fish because of their appetites. Speaking of, how many times are you feeding the oscar? check your water parameters and conduct the PWC's first before trying any of the home remedies. If you do go to remedies adding aquarium salt IMO can be effective.

I agree...keep some subtrate in a stocking or mesh bag...keep in tank so you can transfer it to other tank to jump start it
