Bad water or????

I just started up a 55 gal.tank 3/4/06 with 40 lbs. live sand, 30 lbs.well rinsed "dead"sand,and 45 gal.ro-di water from the lfs.On 3/14 added 50 lbs. uncured Fiji lr and on 3/23 another 25 lbs.On about 3/17 had my typical major diatom bloom which is starting to fade.What i want to know is why am i now noticing several servere patches of cyanobacteria.I am thinking its the lfs water because a friend almost always gets it in his tank after a major wc in his 125 gal.I also have a tiny bit in my 35 which i generally change about 10 gal every 2 weeks.So at 50 cents a gal am i buying nothing but trouble or am i barking up the wrong tree?TIA
 
Could be the LFS water. Test their water with a PO4 kit. Having good flow in the tank will help as well.
