Its a dried seaweed that people pick up at Asian markets or grocery stores.
Or from your LFS. Sally's Seaweed Salad, Julian Sprung's Sea Veggies, etc
You can also use the garlic juice or oil that`s sold at supermarkets.
I would be leery. Check the ingredients and make sure there are no additives or preservatives. You can also crush garlic cloves and use the juice. I'm lazy...I buy Garlic Xtreme. A bottle lasts about a year.
 
I like Garlic Extreme as well. I also have found that San Fransisco Bay's Sally's Seaweed Salad stays intact the longest in the tank. Other brnads I have tried (Asian market Nori or Ocean Nurtition) seem to fall apart quickly.
 
Julian Sprung's Sea Veggies seem to fall apart when they just get close to water...lol. My tangs love the red, but it's floating all over the place 2 mins after it's in the water.
