what do you mean scrawny?
like skinny?
I would ask how long they have had them.
could be "scrawny" being recent additions to their stock.
I dont beleive shipping fish on a full tummy is a good thing.
I would also assume that it may take a while for a fish to get compfortable enought to start eating enough to regain its original mass.
Most slightly rough lookin fish I have got get better in a week or so.
