Black phantom tetra

My phantom tetras are currently in a 10 gallon. I know i know its small. I'm moving them to a 20 gallon but i wanted to know if they should go into the 20 gallon long, or 20 gallon high.

20G long would be much better.

Okay, ill make sure to get them in there as soon as possible. What would be the best substrate to imitate their natural habitat

I would do sand, it looks nice. Research where they are from then look up _____ biotope.
