Black Stuff in Tank

Hey everyone, I am using sand as substrate for my 10 gallon tank. As of right now there are no fish in it. I have started to realize that there has been some sort of black buildup forming on my fake plants and on the top of the sand bed. All of the sand is turning black. It looks disgusting and I don't know how to get rid of it! Please help!

I think that that might be black algae, i have lots of it and wondering how to get rid of it
 
if it is bba you can use h2o2 to kill it off. i would take the fake plants out and clean them. how long are you keeping the lights on?
