I just got a used 10g tank. Its not looking too good but I will be using it to hold fish so what ever. However the black rim on the bottom fell off and it looks kinds neat. Is it ok to remove the top part too, or should I but the bottom back on?
 
Do you mean the plastic frame fell off?
If so, I wouldn't use that tank for fish - it won't hold water without the bottom or top frame. The silicone seals alone are not strong enough to hold the glass panels together - the plastic frames are crucial.
You could try repairing it, but for a 10 gal, it's probably not worth it. I would use it for a non-aquatic pet like lizards, or something.
 
I agree. Once you fill it with water, chances are it will fall to pieces and leave a big mess on the floor.
