I went to my LFS earlier and he said I should never WC more than 25% because if I do more the tank won't cycle. Is he correct? I thought I had to do what is necessary to bring the nitrites down.
 
There is no doubt that the fastest way to cycle a tank is fish less. Bump up ammonia let the nitrite rise and eventually fall and dilute the nitrates at the end. However, I personally do not let the nitrites get off the scale, I WC to bring it back to a readable level then up the ammonia to 2-4 as preferred.
Fish on is a different issue. You cannot let your ammonia or nitrite exceed safe levels for your fish - WC what ever is necessary to protect them. This included nitrate levels. By definition the lower levels will take your BB colony longer to grow. As long as you don't WC so much that NO ammonia is present then your tank WILL cycle eventually and hopefully your fish will survive too.
Fish In cycling takes great care and a lot of patience.
