I was told that if I do a 50% or more water change after my tank is cycled I will restart the cycle. Is this true?

No!
Most bio bacteria are found on surfaces not in the water...
The bacteria that is so necessary is on all surfaces[every single one]....
I as a breeder make 75 % changes on many tanks regulary.
50% is what many do for their tanks every week I believe...

It should be fine as long as you don't over gravel-vac while you're siphoning, if your tank is new then this could be very problematic since your bio load hasn't had time to build up
