foamy bubbles at the top of my tank

So the other day I posted a thread explaining that I had air bubbles on the top of my tank, but today I noticed that the bubbles are now starting to get a little bit foamy near the filter. I was wondering if anybody knew what that could be and how I could prevent it or get rid of it.
 
Also, I unfortunately cannot upload a picture because it tells me that it crashes so I cannot really show anyone what it looks like.

what fish do u have in the tank?
 
I used to get that in my floating plant nest. It could be phosphate that causes the foamy look. Phosphate is in soap. More water movement should disburse the bubbles.
