Having trouble with setting up new tank

Hello, I’m still fairly new to this stuff. But I have a few fish and a turtle in my tank. I’m struggling with how I want to set it up and I want to take out the sand inside the tank but idk if it’s better to just put rocks covering the sand. I really want to make this tank look nice so I don’t mind spending a bit to make it look nice. I know the water level is pretty low atm but it’s just low cause I don’t know what I want to do with the tank.

What kind of turtle and what kind of fish? That'll give us an idea on what kind of setup you'd need and we can go from there

Hello mate thanks for replying! I currently have guppies a goldfish, gourami and Australian rainbows.
And the turtle is a Murray river turtle
