Possibly a blue botia. If brightly colored probably dyed. Look up Blueberry botia and see if it's a match.

Sounds like an exact match.

If it is a botia, has the same requirements as a Clown Loach. And also grows to the same size They do best in groups of at least 4, which requires a fairly large tank. I have kept them a few times, they are more aggressive than the Clowns.
