How do you add peat moss to an aquarium filter?

I have a Juwel Bioflow filter which looks like this:

but I'm not sure how to add peat moss to soften my water. I put a lot in a large mesh bag (since I can't find anything smaller) and tied a knot on top but I don't think the water is flowing through it, but going around it. So I put less in it but I don't think it's adding much effect to the water. I can't put a lot otherwise it would clog up the filter too. So how should I do this?
 
What makes you think the water is going around it as opposed to going through it?

If you are very concerned, one thing you could do it get your water change water out early (maybe keep it in a clean, empty trash can) and let the peat mesh bag sit in there for a few days before you do your water change. Then just refill that water change bucket and let the peat bag sit in there until the next time. That is what I did for my RO water on my Apistogramma tanks.

You could put the peat in a reuseable cotton teabag and swap it out for one of the lower sponges

I use the peat pellets, rather than the fine material. It's less likely to clog your filter.

Put the peat in a mesh filter bag, take out the charcoal bag in your filter, and replace it with the peat bag.

I would have used peat pellets, but it looks more expensive than using a 10 litre bag of peat moss. And I really want the yellow blackwater look in my tank.
