Please don't cycle your tank with live animals. It's tough on the fish, and it's tough on you with all the water changes you'll need to do to keep the fish alive. Plus, the fish will likely suffer irreversible gill damage from ammonia and nitrite poisoning, if they even survive.
If you'd like some advice from someone with a good bit of experience under their belt, my advice is to wait until your mom or dad needs to go to the grocery store, and ride along and get your shrimp. There's a saying that nothing good ever happens quickly in this hobby... it couldn't be more true IMO. Plus, if you do a fishless cycle, you'll get a good strong colony of bacteria going, and you'll be able to stock much more heavily right from the start- that's a great thing if you think you might order a batch of fish. JMO.
