new tank

I have just got a new 40l tank and having set it up the water after 2 days with no fish in it yet has turned a bit cloudy.has anybody any idea whats causing it the filter is working .as I am a complete novice

The water is turning cloudy? That's perfectly normal at this stage.

Read up on cycling. Then read about some fish you might want for future reference and we could help answer any questions you have about certain fish.
