Powerhead placement

I added a second powerhead to my 55g brackish river tank to help even out the flow but I can't seem to get a good position. For awhile I had both on one side crossing each other but it caused all the fish to hide on the other side of the tank. So I moved one to the other side to even out the flow. Now they all sit in one corner. The power heads are on the same level as each other and both aimed at the front wall at an angel. Any advice on how to even out the current?

If you turn them off do your fish swim around?

During the day after the lights are on for a couple hours they're fine but in the morning and at night after lights out and before they come on they stay in the corner
