So I have a 45 gal and got black beauty coal slag / sand. Washed it as best I could ( or thought I did ) put it in and got a dust storm. I'm wiping down the residual from the lip of the tank / water level and put in a couple of absorbent pads and turned the filter on after clearing a spot where there wouldn't be sand.

So I'm not sure what else to do but wait. Am I on the right path ??

Yup. Keep filters running and hopefully it should clear up. Could take couple days tho. I haven't dealt with sand but some plant substrate can take a while too. Just be patient!

When I have new substrate, I'll usually wash it until it flows clear. It can take awhile (20 mins ish per bag of flourite).
