Curious, what are the signs of White Cloud Mountain Minnows about to mate or spawn? I've noticed on occasion - most recently this evening - my female Minnow shaking her body and fins while in a relatively stationary position close to the gravel, as if she's vibrating or fluttering (some rapid breating at the same time as she's doing this behaviour). She was doing it this evening near one of the males, who also appeared to be doing something similar. She's normal the rest of the time.

I've been tempted to think that too. An additional observation - at one stage when she was on the gravel, she was curving her tail and caudal fin/backside upwards quite a bit. She may also have been angling her body slightly upwards also (with her head/front down, though not to any large degree).
