Substrate question

Can I use Flourite as a full substrate in a 40G breeder that will have GBR's in it or should I do a layer of Flourite and a layer of gravel? Tank will be mid to heavy planted

I've never used Florite but have heard it needs super rinsing before use and that it tends to make alot of dust in the tank, were it me if I used it I would definitely cap it.

Well that's something I wasn't aware of so thank you for pointing that out, I'll throw a layer of gravel as well.. Thank you for the help
