A 40Litre tank ! Please advise !

Dear experts,

I have a 40 Litre tank. I just added the salt water yesterday and today i'v rinsed the sand and pour them into the tank, and of course with a filter running. Is the procedure correct ?

Ok, today i just went to LFS and bought a bottle of bio-bacteria . It's a product from AZOO, 11 in 1 super bio-bacteria. It contains Bacillus sp. , Lactobacillus so, Streptococcus sp. ,Aspergylus, Fungi, Yeast, Yucca extract and Enzymes and it claims to remove ammonia,nitrite and hydrogen Sulfide

The LFS told me to pour an amount (as per direction) of the liquid in the aquarium and it'll create bacteria, and within one or 2 days, i'm able to buy fishes to the new tank... can it be trusted?

Cos i heard that normally we need one month to cycle the tank completely...

How many fishes i can rear in such a tank ?

You still have to cycle (2 to 3 weeks). That's only 10 us gallons so you are only going to be able to have a couple of smaller fish.
