Hi, please provide information about your tank and livestock so people can help you better. Size of tank, lighting, water movement, filtration, livestock...
 
Looks like cynobacteria. Nutrient reduction is the best way. PO4 is the main culprit. Need to check you water for PO4 and reduce the level to rid you system of this stuff.
Do you use R/O water? If not switching to it will help.
More water movement through PHs, effective skimming, lighter feeding, frequent water changed with R/O water. All will help.
