do biopelets replace a refugium?

I seen a tank with just a sunp and a biopelet reactor somewhere and ive heard that you don't need a refugium if you have a biopelet reactor here and there, but I havnt been able to find someone with some actual knowlage about it
If it did mean that it wohld be great becaude I have a 30g sump with a really small refugium and putting in a biopelet reactor inplace of that would be a lot easier
 
filtration wise they can but a refugium holds other benifits to a reef aquarium, it is abe to house livestock that may not survive in your display, an injured weak fish for example.

also can grow pods or other algaes that some herbivours may liek to eat
