Dual sumps

If you were to use two tanks for a sump how would you config the return pumps? If you were looking to get 700 gph would you get two pumps rated for that or would you split it between the two and aim for something in the 350 range for each ?

I would link both tanks together with bulkheads and a length of pipe this way as one fills it flows into the other. With the two there's a very good chance of flood if one pump or overflow fails.
