More sump help...

Ok, So I have my sump set up with no leaks. I was quite proud of myself. Then I realized that the water level in my tank was about to overflow... Water is not going into my HOB...I'll post a picture, but I don't believe that it is physically possible for my HOB to get water without me physically putting it in there. How on earth is this thing supposed to work when it needs to go up half an inch to get into the HOB?

:) that's cute. I've done that too- i was convinced my brand new filter was defected ;)
 
One question though. Should it be flowing like a waterfall? I mean, I don't have much flow in it. Don't want to go to bed and wake up to an empty sump, burnt out pump, and overflowed tank.
