New refugium build

I want to build a DIY refugium very soon but there are certain things I am not sure of. How big does my submersible pump have to be(???gph)? Should I leave my canister filter running while my sump develops enough bacteria? Overflow? What do I need?

Tank size is a 46 gallon bow front. I want to make a 20 gallon refugium.
