When to add LR to a new tank?

My tank is brand new and hasn't been cycled yet. When is the best time to add LR to it? Is that something that waits until after cycling or is it something that should be done early on?

Early. The LR will cycle your tank very quick. I just filled my tank with water and then added the LR. I did let the water and salt mix with the pumps running for several days before adding the LR.
 
should you wait until the water has cleared up a bit, or is it ok to just place them in after the water has been mixing for a few days.
 
Is it cloudy from putting in the sand? If so, then put in the LR. It will clear up MUCH faster after you put in the LR. Mine was cloudy for almost a week from putting in the sand. It just wasn't getting any better. I finally got the LR and added it and it was clear by the next day.
