If you are describing the Brown algae growing on your tank decor. It's normal and harmless. To lessen it, decrease lighting, feed less, scrape it off during weekly tank maintenence. Research algae eating fish. As for the liquid pictured on your tank stand, a towel?. No worries.

I was talking about the brown algae. Thank you. Unfortunately I doubt there are any algae eaters that could live happily with a Betta and African dwarf frog in just a 5 gal tank... ��
