My 29 gallon has a 30" light and on the back of the fixture it says 20 watts and it has a 20 watt bulb in it, but i would like to make it a planted tank so my ? is. Would it be ok to put a 30 watt or higher bulb in it?

Just make sure that the fixture (part that holds the bulb) can handle the extra wattage, my guess would be yes it could. But double check, even call the company to make sure ;)

EDIT: generally for a planted tank I believe you need around 2-3 watts per gallon if im not mistaken, but it depends on how heavily the tank is planted.
