just set up a new 29 gal tank. going to see if i can get this one cycled properly before moving the fish from the 10 gal.
we rinsed everything down before adding the water. i put about 2 gal of water from the 10 gal tank as it is still showing ammonia levels of 1ppm. i can't seem to find bio-spira around here anywhere, but i was able to find some stability by sachem and added the proper amount. have a penguin biowheel for a filter (its the model for up to 50 gal).
i dont see any ammonia additives in the lfs, so i plan on using the water changes from the 10 to jump start this tank. (the 10 is still showing just ammonia. 0 nitrates and 0 nitrites)
does this sound like a feasable plan?
any suggestions?

See if you can get some gravel from someone with an established tank or your LFS to help you speed up your cycle a bit.

if you move all your fish from the ten gal, will you need the ten gal tank anymore? if you don't need the 10gal anymore, move the 10gal's filter into your 29gal to hwlp the cycle.

also, considering your location you should be able to purchase bio spira online.
