CPD's do school, and you could have about 10 in a 10 gallon, although I would like others to chime in on this as I don't have experience with them. You could have at least 7 in there though.

No, it will take the same amount of time, although I don't know how you are cycling, but tank size doesn't matter when cycling, if you do it properly.

Thank you all of you guys! You've been great! I think I've decided to start with 2-3 platies, and add 1-2 later! (2 males, 3 females)

Hope u have success in breeding/keeping them.
I would get some shrimp or a mystery snail as a clean up crew. A Chinese algae eater would be good too.
