So I'm going to start a Fishless cycle on a 37 gallon. I was going to have pieces of driftwood with moss and anubias plants. A back wall of anachris and some swords in the mid and foreground.

Do I add the plants at the beginning or at the end of the cycle?

You can add them in at the beginning. If you plant a tank heavy enough, there is no need to even fishless cycle. It is referred to as a "silent cycle". You can google it and get lots of info about the principles that make it work. When I start a new tank, I do a combination fishless/silent cycle and it works well.
