What is usual level of amonia in its pick during cycling?

Ammonia levels over 6ppm will stunt the bacterial growth, hence why 5ppm is the max recommended for a fishless cycle, and typically drops to 3ppm once you're moving into the nitrite spike.
 
I cycle with fish and amonia level is 1.2 and still slowly growing (it's been 2 months since I started my tank). Should I feed my fish more to get amonia higher faster?

My ammonia spiked up to 10 ppm during the initial fishless cycle....but my tank cycled in only 2 1/2 weeks.

Then I added fish and my ammonia stayed at 0 for 2 months and now I'm having all kinds of ammonia problems.
