Dwarf puffer
You could make it a dwarf puffer tank, but you would need to have another tank or small garbage can to grow snails in. I used a 5 gal waste basket filled with water to grow them.
Otherwise I would say some neons or maybe some african dwarf frogs.

A male betta and some cories sound good for a tank that size. That's exactly what I have in mind. I have pgymy cories. They go great with the betta.

I vote betta too!
Since you have a light, you could also keep a clump of live Java moss. Bettas seem to love Java moss as a soft place to rest.
