Dog Face Puffer.

So I got my DFP about two weeks ago, I have noticed he looks pretty depressed, and doesn't eat. I try to feed him and he goes to it but then turns away and lays back down, any one know what could be going on? I have tried krill, clams, silverside, squid, and even freez dried foods, even put garlic on them... I have a tobacco basslet, and a small niger triger in there and it is a 75g, plenty of swimming room for now. trate/trite-0, dkh-8?, and phos-0. I have the lights on for 8 hours a day. any help would be great.
