cichlID deprived of oxygen

I just set up a new tank about a week ago and my little cichlids was done up until I added 3more fish now he is just hanging out at the surface but none of the other fish are actingo strange please help:-(

1. Tank size?
2. What type of filtration?
3. Did you cycle your tank?
4. Water parameters? (Ammonia, NitrIte, NitrAte, Temperature, pH)
5. What kind of cichlids?

Usually when people just start fishkeeping, they don't really know the answers to any of the above. Don't feel bad, just be honest so we can help you.
