fish lice?

I have a black skirt tetra that has a bump just under his mouth. It almost looks like a pimple ready to be popped. The closest thing I've been able to find is that it may be a fish louse..? From what I've read I have to physically pull it off, but then what? I'll try and upload a pic, but it's been giving me problems.
Parameters are good 0, 0, 25
Established tank, almost 10 months
