Kissing gourami

Ok so in my 75 gal one of my kissing gourami has taken refuge atop a piece of equipment in my tank, he never moves and doesn't eat, now I may list that there is a slightly larger kissing gourami in the tank with him, they came as a package does anyone know if its bullying cause I haven't seen it but I meet I guess it's possible, the other day the sick one was swirling around like crazy from the top of the tank to the bottom, idk what's up. Any ideas?
