Yes, that will work. Although you don't need that last bend in the PVC(main tank end). The opening of the PVC in the tank will act as a surface skimmer aswell as determine where the water line is.

Umm 5 gal Is a little small but your talking to a guy with a 10 gal sump so kinda hypocritical
