Cheap corrugated plastic. Again, easy to cut. Not sure if it'll withstand a 20lb cat or not without flexing into the water first, but it won't break. UaruJoey uses these on most of his tanks.

You read my mind. I'm not sure it hold 20 lb cats either. It's always the biggest ones who lay in the glass too. Miss 7lb doesn't ever do that.

It will hold 20 lb cats no problem. People use it for roofs in new England (potential 100+ pound per square foot load)
