Cheapest shrimp/nano set up?

What is the absolute best yet cheapest way to set up a nice shrimp tank?

I think the minimum setup would be a small tank with a filter, substrate, and some live or fake plants. My cherry shrimp love java moss and java fern, which are both very low-demand plants. A piece of driftwood would also be nice.
