Mystery stuff growing in tank

So there's this green gunk that is growing in several places in my tank. I have no idea what it is, what causes it, or how to get rid of it. Can anyone help? Please! ImageUploadedByAquarium Advice1431919981.438973.jpg
 
It looks like cyanobacteria. its a photosynthetic bacteria.

What size tank?
What filters are you running?
What are the parameters?
How long do you leave your lights on?

10 gallon. Can't remember filter type at the moment. I'll get back to you on that. Ph is 7.4, Ammonia 0 ppm, Nitrite 0 ppm, Nitrate is 40 ppm. Lights are on about 8-10 hours a day. I try to break it up into 2 segments of 4 hours with at least 3 to 4 hours in between.
