It is a thin, wispy type of plant, that looks like it has little white balls on it. It is getting in all my other plants, and it becoming as big of a nuisance as the hair algae battle I had last year and the current duckweed problem I have now.

If anyone can help identify this plant, I would really appreciate it.

Looks like Utricularia gibba to me. Google it, I'm pretty sure that is what you got.
