will a kegerator dual regulator work?

Yes.

If you mean can I use this regulator for a co2 tank to add co2 to an aquarium. Still need a bubble counter and you will not be able to control the gas flow electrically without a solenoid.

and i have a hagen ladder. isn't that a bubble counter?
 
You will need to add a needle valve to it inorder to control the flow of CO2 to the degree we need it set at.

You only need the solenoid if you want to control it with a timer. If you are willing to turn it on and off with the needle valve you will not need it.

I would say that you can count the bubbles with the ladder for sure.
 
You also don't need the selonoid if you just want to run the CO2 24/7. You'll use more CO2 this way and it's more critical to have the CO2 set at the right level, but it's definately a viable option that many of us use.
