If done properly, the bulkheads are far more likely to work than just filling in around PVC, since you are sandwiching in the silicon and creating a lock with the flanges to prevent movement. If you just put PVC through and silicon around it, any future movement of that pipe after the silicon has cured will likely break the seal.

Ok the reason I ask because one is closer than the pic I posted. So if I had to put a peice of PVC with a cap to plug it I would be ok.
