advice on cycling new tank

Ive been cycling my tank for 3 1/2 weeks my ph is between 8.2- 8,4 ammonia 0 nitrites 0.25 nitrates between 10- 20 is my tank close to cycling

did you add a ammonia source when you started your cycle
you need to see a spike of at least 4 ppm than wait till it drops to 0ppm

yes I drop raw shrimp on day 1 on day 2 the ammonia was off the chart reading for this morning 8.2-8.4 ph 0 ammonia 0.25 nitrite 0-10 nitrate why is the nitrite not dropping should I take the raw shrimp out
