Should my filter be this full. Its pouring out around the bend in the intake tube. I have a fluval polishing pad in the bio filter bag.

Also, should i remove anything during my cycling process, like the activated carbon?

Generally speaking when the water is going back into the aquarium around the intake tube the filter needs to be cleaned. You may want to check the polishing pad.

You do not have to use carbon, unless you need to remove medication from the aquarium.
