The Walmart around me sales 10 gallon tanks for around 14 bucks, then they have a kit with a filter that is around 40 I think. It has a hood, lights, small filter.
I almost never run hoods on my tanks, instead I use egg crate or just leave it open depending on the fish. So, depending on the fish you are breeding I would choose between those, then both suggestions for lighting are good that are posted above me. They are mostly just for you to see the fish so it doesn't have to be anything fancy. While the Aquaclears are imo one of the best HOB filters out there you'll have to be very careful using one with fry, it'll suck them right up. I'd use some sort of sponge filter. I would also suggest on not skimping for a cheap heater.
As others have stated, Craigslist is an excellent source. I've gotten some great deals off there, and have actually never had a problem with any of the tanks I've received. Of course the heaters and accessories are another story, but that's not why I bought the tank.
