I like the apistos the most (im super bias cuz I love them) but I like neon tetras or serpaes. Rasboras work as well. GBRs and apistos are similar tankmates wise. If your looking to breed they get kind of aggressive so if you are breeding, you might want to think about doing just the apistos...
I like the acara idea the most. Ive never kept them but JD's and oscars are seen a lot. Oscars are SUPER vivacious tho I love their personality

You really cant fit any non-dwarf cichlids in a 38 gallon tank. You could do dwarf cichlids like you mentioned above, like apistos or rams or something like that. Vlown loaches get too big for a 38 IMO depending on how long You keep them.

It depends how much gallonage you have. 55 is minimum but as long as its a 4 foot bottom its fine (I think). So a 40 breeder is doable I believe. Now you need quite a bit of filtration because you need to overstock to keep aggression down. If you want an all male tank for peacocks and haps only...
I like the rocks and the size of them in this pic. you could really create contrast with the sizes you have plus some smaller rocks. Post a pic when your done with your rock scape!

Ibe actually heard that if its lighter in color its in a more mellow mood but when it is darker thats when its mad. Im not sure if thats true ive never looked into it but thats just what ive heard.
