Yea I live in Central Florida the heater probably isn't needed right now, but come winter we will have nights when it gets down into the 30's and 40's and the heater will be needed then. I am thinking of switching to a marineland stealth heater that will only turn on when the tank temp drops...

That's correct they don't turn off at a certain temp, I'm not sure what they are preset at but if the heater only heats to 79 and the water is at 79. 79 degree water wont get any hotter if in the presence of 79 degree heat they would be in balance.
I don't believe it will, the purpose of placing it under the filter intake is for the bubbles to get sucked into the filter and chopped up in the impeller making them smaller and releasing the Co2 into the water.
If you are going to use an airstone a limewood or ceramic airstone would work better under your filer intake.
