I have just a few young/small mollies together with a sort of agressive male betta. It's 20 gallons. I agree that your 10 gallon one is full, and adding a betta would probably be pretty bad news.
So, I learned a few things while deciding who would be roommates in my 2 separate 20 gallon...
I guess it says something about my sons that they weren't observant enough to notice how many dozens of fry there were and how few ended up living. They were so small and fast that my kids enjoyed it but were ambivalent to the "eating the offspring" issue. :)

Kclee, I'm in exactly the same spot! I started two 20g for my sons. So fun (and addictive). One thing we have really enjoyed is having livebearers that get pregnant. Fun to learn about the reproductive cycle, and a good learning experience for kids.
I would. At least 10 or 20 gallons. The Betta might be clean and happy with 5, but with 2 frogs I think they will all be cleaner and happier with a larger home. Since bettas can be healthy and happy wth less filtering than some fish, you can probably use the same heater and filter you have on...
I use the smallest sinking pellets I can find with the right ingredients for the small breed (.5, I think). So, some will get past the top feeders and get down to your little guy. Don't worry, tho, they have survival instincts and chances are he really is eating.
DEFINITELY take into consideration the food your fish will eat. Many foods will kill shrimp if they contain copper and/or effect the ph the wrong way.
